How do I get a video under 25 MB for email, or 10 MB for Discord?

Switch to target file size mode and use the 25 MB or 10 MB preset — the encoder picks a bitrate that lands the output just under your target. If the quality suffers at that size, downscaling to 720p buys a lot of quality back at the same file size.

How fast is it, and will it reduce quality?

Compression fully re-encodes the video in your browser. On most browsers and common formats it uses your device's hardware encoder and finishes in a fraction of the video's length; otherwise it falls back to a slower universal mode that runs at roughly the video's length. Some quality loss is inherent to shrinking a file — the presets trade size against sharpness — and the output is always a widely compatible MP4 (H.264 + AAC) that plays everywhere.
